DURATION:   End of position when major projects are completed. 

 

SUMMARY

Manages and administers professional and construction contracts to ensure all BUSD buildings are constructed safely and are functional.  Coordinates, plans and oversees the Districts capital facility improvement projects.  

 

MINIMUM REQUIREMENTS:

Bachelor’s degree in Architecture, Planning or Engineering preferred.  Five years of experience in general contracting, construction, project management or engineering required.  Experience in managing construction renovation projects required. Experience in working with TERO required.   Any equivalent combination of experience and education that meets the minimum requirements.  FBI fingerprint background check required.

 

ESSENTIAL FUNCTIONS

THE LIST OF ESSENTIAL FUNCTIONS IS NOT EXHAUSTIVE AND MAY BE SUPPLEMENTED.

  • Supervises project managers, and monitors the work of outside contractors. 
  • Develops Requests for Proposals for all engineering and architecture projects associated with the Bond Program.  Interviews and selects contractors and makes recommendations to the Governing Board for award of contract(s).  Determines terms of contract and timeline schedule for all phases of a project.  Serves as contracting officer for all design and construction contracts. 
  • Develops the construction working plans and schedules deadlines for completion of each phase of a project.  Ensures all building constructions and renovations are performed in compliance with OSHA, Arizona Corporation Commission, Government Codes and safety standards.  Updates buildings and sites to meet present codes.  Determines materials needed and the installation system. 
  • Reviews contractor, architect and consultants applications for pay and approves for payment of completed services. 
  • Collaborates with Neighborhood Committees, District Staff, and parents to identify the needs of building projects.  Collaborates with community, government and/or social service agencies as needed.  
  • Monitors construction projects.  Checks methods of application, manpower, equipment utilized and systems.  Inspects completion of the project for safety and compliance. 
  • Collaborates with site administrators to establish priorities for renovations of schools based on need. 
  • Assigns work and priorities for renovation/construction projects to ensure projects are completed in conformance with established plans. 
  • Develops the scope for each project and manages individual project budgets.  Ensures funds are used appropriately and approves all project expenditures. 
  • Develops, plans, designs and implements long-range plans for construction activities for BUSD. 
  • Monitors all financial and budgetary activities related to Capital Funds for BUSD. 

MARGINAL FUNCTIONS 

  • May serve as an expert witness for the District in lawsuits or grievances regarding contracted services.
  • Maintains and updates all project records. Ensures contractors, architects and consultants adhere to contract agreement.
  • May serve on district special projects committees.

MENTAL TASKS

Communicates.  Comprehends.  Performs functions from written and oral instructions and from observing others.  Evaluates written materials.  Composes and determines construction plans. 

 

PHYSICAL TASKS

Work involves the performance of duties where physical exertion is not normally required to perform all aspects of the job.  Assistance is available as required to perform physically demanding tasks.  Work involves sitting for extended periods of time, requires moving from one location to another, reaching, stooping, bending, and holding and grasping objects.  Visual weakness must not prohibit the performance of assigned duties.  Verbal communicative ability may be required of public contact positions.

Uses office equipment such as telephone, computer, printer and copier. 

 

WORKING CONDITIONS

Indoor.  Office environment.  Outdoor.  Conducts building inspections at various sites.  Exposure to noise, dust, fumes.  Exposure to all weather conditions/temperatures.  Exposure to hazardous and biohazardous materials.  Contact with employees, students, and public.

Supervise and evaluate assigned staff.
